spectrum and control of electromagnetic effects in support of national
security and military objectives. Major Responsibilities: Provides operational
spectrum management support to the Joint Staff and COCOMs for contingency

the Department's use of spectrum; Facilitates global spectrum information
exchange by developing protocols, standards, applications, and information

Environmental Testing Organizations (USA)
- The Institute of Environmental Sciences and Technology (IEST), founded in 1953 as a not-for-profit association,
is a multidisciplinary, international society whose members are internationally
recognized for their contributions to the environmental sciences in
the areas of contamination control in electronics manufacturing and pharmaceutical processes; design, test, and evaluation of commercial and military equipment; and product reliability issues associated with
commercial and military systems.
The word "environmental" in thier name refers to IEST's ongoing
interest in these areas: the effects on equipment and machinery of natural,
indoor, and extreme environments, which may occur under various aerospace,
naval, and climatic conditions; simulating environments to better trace and predict those effects; and controlling the environments in which
products are manufactured, processed, or tested.
IEST is the foremost organization addressing issues connected with contamination
control. Thus, IEST will contribute a significant and unique expertise
to the US TAG to TC 229 Nanotechnology. IEST is the Secretariat of ISO
TC 209 Cleanrooms and associated controlled environments, and Administrator
of the US TAG to ISO TC 209 which is responsible for establishing worldwide
standards for cleanrooms.
ANSI/IEST/ISO 14644-1:1999 Cleanrooms and associated controlled environments—Part
1: Classification of air cleanliness and ANSI/IEST/ISO 14644-2:2000
Cleanrooms and associated controlled environments—Part 2: Specifications
for testing and monitoring to prove continued compliance with ISO
14644-1, established the airborne particulate cleanliness classes
for particles sizes ranging from 0.1 µm to 5 µm. IEST, therefore,
is in a unique position to apply its knowledge and experience in particle
classification to related nanotechnology classifications.

Discharge control (ESD) and Wireless Systems Installation.
- National Voluntary
Laboratory Accreditation Program (NVLAP) -- The National Voluntary
Laboratory Accreditation Program (NVLAP) provides third-party accreditation
to testing and calibration laboratories. NVLAP's accreditation programs
are established in response to Congressional mandates or administrative
actions by the Federal Government or from requests by private-sector
organizations. NVLAP is in full conformance with the standards of the
International Organization for Standardization (ISO) and the International
Electrotechnical Commission (IEC), including ISO/IEC 17025 and Guide
58. NVLAP identifies its accredited laboratories in a published directory,
NIST Special Publication 810.
